Timor-Leste has introduced by means of Decree-Law no. 10/2024, of February 13, a comprehensive new law governing the application of commercial safeguard measures to protect domestic industries from the negative effects of increased imports. This legal regime allows for the imposition of tariffs or quantitative restrictions on imports, based on detailed investigations into trade imbalances.
Importantly, it outlines procedures for the gradual liberalization of such measures and ensures compliance with international obligations, particularly those under the World Trade Organization (WTO). This framework aims to balance trade protection with Timor-Leste’s global trade commitments, providing transparency and a structured process for businesses and foreign trade partners alike.
