Timor-Leste has introduced by means of Decree-Law no. 12/2024, of February 13, a comprehensive legal framework for electronic commerce and electronic signatures, designed to facilitate online transactions and improve digital business practices. The new decree-law ensures the legal validity of electronic contracts and signatures, aligning with international best practices such as UNCITRAL models. It also establishes clear guidelines for electronic transaction requirements, consumer protections and the regulation of unsolicited commercial emails.
A key feature of the decree-law is the creation of a certification system for electronic signature providers and a dedicated supervisory body to enforce compliance. By recognizing both national and international electronic signatures, the decree-law aims to foster cross-border e-commerce and integrate Timor-Leste into the global digital economy.
