On September 6, 2024, the Government of Timor-Leste enacted Decree-Law No. 31/2024, amending Decree-Law No. 15/2012, which regulates the telecommunications sector. These amendments aim to clarify and simplify the licensing system, particularly in light of the growing importance of satellite communications.
The new decree-law introduces clearer definitions for various types of licenses, including individual, network and general licenses. It also specifically addresses satellite communications by requiring a general license for equipment enabling direct satellite connectivity, although individual licenses may still be requested in certain circumstances.
Additionally, the National Communications Authority is tasked with approving new regulations related to fees and contributions, ensuring a more transparent and equitable regulatory environment. Transitional provisions allow existing fees to remain in effect until the new regulations are introduced, and satellite service providers are given the option to transition from individual to general licenses.
These changes are designed to streamline the licensing process, bring Timor-Leste’s telecommunications framework in line with global trends and ensure greater efficiency for service providers and consumers alike.
